The Prime Minister proposed the peacekeeping initiative earlier this month, insisting several countries were prepared to enforce any peace deal.
But few concrete details of what troops and equipment would be sent have emerged.
On Sunday, senior military sources dismissed the plans, telling The Telegraph that Sir Keir had “got ahead of himself”.
Earlier this weekend, Donald Trump’s special envoy dismissed the plans as “a posture and a pose”. Steve Witkoff said the idea was based on a “simplistic” notion of the Prime Minister and other European leaders thinking “we have all got to be like Winston Churchill”.
It comes amid reports the White House has pledged to broker a peace deal between Russia and Ukraine by April 20, when Easter Sunday falls in both Western and Orthodox churches.
One senior Army source said it was not “remotely possible” for a plan of support for Ukraine to be drawn up in that time.
He said: “There is no defined military end-state or military-strategic planning assumptions. It’s all political theatre.
“Starmer got ahead of himself with talk of boots on the ground before he knew what he was talking about, which is why we hear less about it now and more about jets and vessels which are easier to do and don’t need basing in Ukraine.”
Ministry of Defence sources insisted on Sunday night that momentum was building behind the coalition, with nations involved “prepared to step up to secure a peace”.
The Telegraph revealed last week that RAF fighter jets would police the skies above Ukraine under proposals that were discussed by the coalition when 30 nations met at Permanent Joint Headquarters (PJHQ) in Northwood, west London.
It was suggested that British Typhoons could provide air cover to any troops on the ground, although the number of troops that may be sent in, if any, has not been clarified.
One defence source described the talks as being in their “early stages”, adding that they were as much about the 30 nations involved “getting to know each other”.
“It’s politics,” one military source said. “There’s no military sense in it.”
He added that neither the Russians nor the Americans supported the coalition which was being led by the UK and cautioned that the coalition’s talks were complicated by the fact that “no one knows what the mission is”.
“There are about 700,000 Russians in and around Ukraine and over a million Ukrainians under arms,” he said.
“What is a 10,000-international force based in the west of the country over 400km from the front line meant to do?
“It cannot even protect itself. What is the mission? What is its legitimacy? What are the rules of engagement? How is it commanded, supplied and housed? How long is it there for and why? No one knows.”
Another defence source added that Sir Keir was “leading from the front”.
“The PM himself went to PJHQ three days ago to receive detailed, secret briefings on operational planning for the coalition,” they said.
“There is respect across UK defence and our allies for his hard work, and the hard work of our military, in developing what are already comprehensive plans to secure a peace in Ukraine.”
Readers react to Starmer's 'coalition of the willing'
It comes as US officials will meet separately with Russian and Ukrainian representatives in Saudi Arabia this week for talks on a partial 30-day truce.
However, the Kremlin played down expectations, suggesting the meeting was “just beginning” and that “difficult negotiations” lay ahead.
On Monday, Adml Sir Tony Radakin, Chief of the Defence Staff, along with the service chiefs, will welcome their French counterparts to the Ministry of Defence’s Whitehall headquarters.
It is understood that the meeting will continue close collaboration between the UK and France and will include discussions on the coalition’s “determination” to safeguard the security of Ukraine.
A senior defence source said this week would involve further planning sessions between the operational planners who met at PJHQ last week.
On Sunday, Adml Sir Tony dismissed criticism of the military planning as “nonsense”.
He said the discussions under way were “serious” and suggested anyone who said otherwise was “out of the loop”.
He added: “The process under way, led by Prime Minister Starmer and President Macron, is preparing Europe and Ukraine for whatever comes next, and while providing a running commentary on the potential options would be unhelpful to the planning and detrimental to potential peace, no one should be in any doubt that this work is critical and substantial.”
A senior Army source said that while he was confident the military would be able to plan something to work within Mr Trump’s Easter deadline, it remained a “political and diplomatic question” over whatever plan the coalition of the willing came up with was actually executed.
He said the coalition was more about “galvanising political signalling of our enduring commitment to Ukraine’s security”, and added that the discussions of the RAF providing air cover was the most “credible” part of talks within the coalition.
He added: “The best thing we can do is to equip the Ukrainians to deter and defend – that must come first.”
However, Sir Ben Wallace, the former defence secretary, was critical of “coalition waffle” without any “resolve”.
“The question for Europe and Britain is resolve,” he told The Telegraph.
“Putin sniffs that we don’t have any, which is why he does not take us seriously. Until that changes nothing will change on the battlefield.”
He added that recent talks by the coalition amounted to “spin” rather than one of “substance”.

John Foreman, a former UK defence attache to Moscow and Kyiv, told The Telegraph there were concerns that the Prime Minister’s initiative was proving hollow and had no clear objectives.
It came as US and Russian officials on Monday began talks in Riyadh to discuss a ceasefire in Ukraine.
Despite 30 nations meeting last week at Permanent Joint Headquarters in Northwood for talks led by Lt Gen Nick Perry, the commander of joint operations, the Government was unable to set out what concrete plans had been made regarding what troops and equipment each country could send to Ukraine.
Speaking after the meeting, Sir Keir said the coalition, which was created on March 2, had moved from “political momentum” to “military planning”.
However, Mr Foreman said: “If the Government won’t level with the people, especially things on national security, they will rightly ask what is going on?
“We are a mature democracy with centuries of parliamentary procedures and a free media. The Government needs to treat us like adults, not hide behind cringey, gnomic cliches.”
He said Sir Keir’s words amounted to a “tentative first step”, adding: “They are still in the very early part of the planning process, with weak strategic objectives.
“People both in the military, and also those involved intimately in the military planning process, feel sorry for General Nick Perry, who has been landed with the baby due to unrealistic political assumptions.”
PM ‘owes us an explanation’
It comes after The Telegraph revealed that senior military figures had dismissed Sir Keir’s coalition as “political theatre” with “no defined military end-state or military-strategic planning assumptions”.
One said Sir Keir had “got ahead of himself” when he pledged to put boots on the ground in Ukraine in the event of a peace deal.
Mr Foreman said: “It’s all well and good to say ‘boots on the ground and planes in the air’ but Starmer owes us all – Parliament, service personnel, their families, and the public – a much greater and clearer explanation of what’s going on and what he wants to achieve rather than hiding behind cliches.
“It’s part of being a democracy, you don’t have to spell out the military detail but you can give a broad indication of principle: what do we want the mission to do? Defend? Deter? Reassure? Each of these missions will require a different level of force, and come with different risks.”
He said other areas where the Government had failed to be transparent included the strategic defence review, which is due to be published in spring but has yet to appear, and the fact that a defence equipment spending plan has not been published in more than two years.
Steve Witkoff, the US special envoy, recently dismissed Sir Keir’s coalition as “a posture and a pose” and accused the 30-nation cohort of being “simplistic”.
The White House has pledged to broker a peace deal between Russia and Ukraine by April 20, when Easter Sunday falls in both Western and Orthodox churches.
However, a senior Army source told The Telegraph that any plan the coalition came up with would only be “viable” with the guarantee of a US backstop.
“Without that, [Vladimir] Putin will just rule it out as a red line and other European nations will not commit,” he said.
A government spokesman said: “The Prime Minister has brought together military planners from allied countries to look at the capabilities needed to ensure a sovereign Ukraine is able to defend itself for generations to come.
“This is the right decision for our collective security and it’s vitally important this work is done because Putin will breach a deal that does not have anything behind it. This ambition is shared by 30 allied countries who are stepping up in turn to increase their own defence spending and deepen our shared capabilities so that Ukraine and Europe remains strong.”
Adml Sir Tony Radakin, the Chief of the Defence Staff, dismissed criticism of the Ukraine military planning as “nonsense”.
He said the discussions were “serious” and those who suggested otherwise were “out of the loop”.
“No one should be in any doubt that this work is critical and substantial,” he said.
It comes as a new report by the Policy Exchange think tank urges the Government to withdraw from the Convention on Cluster Munitions and Ottawa Treaty on Landmines, which conflicts with British national security interests and those of its allies.
The paper states that the UK needs both anti-personnel landmines and cluster munitions to deter or fight Russia and has called on the Government to “lay the framework” for leaving the treaties, which would provide “crucial diplomatic support for our allies who would be on a future conflict’s front-line”.
In a foreword by Sir Ben Wallace, the former defence secretary, he writes: “Today, too many treaties have stopped serving the interests of their signatories – and have instead become tools for our adversaries to use to their advantage. Unless these treaties can be updated to reflect modern security imperatives, we must leave them.”

Interessant ist jedenfalls, dass es Widerstand aus Whitehall gibt und ungenannte Quellen aus dem Britischen Militaer sich jetzt an die Presse in UK wenden.
Alle in UK wissen jetzt, dass der Starmer nicht mehr alle Tassen im Schrank haben kann.
Meine Hoffnung ist ja auch, dass aus der Buntwehr einiges an die Presse durchgestochen werden wird. Dort duerfte es aehnlich wie in der Britischen Armee ausschauen, naemlich zappenduester.
